Up until 1967 the Shire had no formal town planning scheme. Land development was controlled by subdivision of land by-laws gazetted during the 1950s. These by-laws covered the formalities of a subdivision such as metes and bounds only. A draft town planning scheme was first adopted in 1970. In May 1973 the first Town Plan was gazetted
